Tech Expert Jovan Pulitzer Explains His Foolproof Fraud Detection Methods

Jovan Pulitzer has an extensive background in technology. He is a pattern recognition expert holding over 200 patents, which are utilized on 12 billion handheld devices throughout the world. Most know him for the invention of “scan-connect” or “scan-commerce” platforms, in which barcodes or “Q-Codes” are physically scanned or “screenshotted” and then loaded onto a phone.

For example, Q-codes can be scanned at an airport in order to load a passenger ticket. They can also be scanned at toll-road entry points to withdraw money from the driver’s account. Q-Codes have a variety of uses designed to streamline common transactions.

Pulitzer has stated that because of his knowledge of Q-Codes and the way in which they operate, there are numerous ways that fraud occurred in the November 3 election that be scientifically verified.

Scanning is an integral part of the ballot experience, where the voter makes their choices on a tablet or computer-like touch screen device, then gets a ballot printed and returned to them. That ballot is later scanned into a system that identifies the Q-Code. The mail in ballots are also counted this way, by being ran through a machine that tabulates the votes based on the Q-Code.

Pulitzer states that he can determine whether or not the ballots that are ran through the tabulator are real or fraudulent. “We can take the physical ballot, the image-scan of the ballot in the machine, the CVR file in the machine, and I can even take a shredded batch of ballots and do what we do,” Pulitzer stated, referring to his foolproof ability to identify and determine fraud.

“These physical ballots from the election, when they go into the machine, it basically makes a duplicate copy. That’s your property as an American citizen. We own it for 22 months after the election. When the courts say ‘You can’t look at it’, I realized it was just smoke and mirrors to fool judges and lawyers so they think they can’t really do it”, Pulitzer explains.

Using kinematics, which is a branch of physics that is concerned with the motion of objects without reference to the forces that caused the motion, Pulitzer can determine if ballots were ever folded. A fold is otherwise referred to as a “kinematic artifact” and proves whether a ballot was mailed in.

Pulitizer has determined that forensics show that if there are no kinetic artifacts, or in simple terms, “fold marks” on the ballots, then they are fraudulent. He can utilize further methods in order to prove whether that ballot was adjudicated and if it matches up in the system.

“This is science that works by the scientific method. This is not theory”, says Pulitzer. He goes on to state that lawyers are complicating the process of it all, and need to simplify their requests for a judge.

Pulitzer reiterates that “we the American people own the physical ballots. We the American people own the scanned copies. We only need access to audit. Not audit on tech terms, but audit on very visual terms. We can audit millions of these a day automatically. We look for the kinematic fold. We look if the ballot is real to begin with. All of these printers have hidden, beyond eye-frequency code, that actually states the printer it came from. We can audit was it done by pen or machine.

Pulitzer states that because of his method, we can make sure that there is no fraud in future elections. In order to determine fraud in the November 3 election, ballots must be forensically audited.

“We can look for the spikes, we can look for the fraud, we can look for the number duplications, we can look for the time stamp duplications, we can look for the handwriting, the machine writing and kinematic folds”, he says, acknowledging that there are numerous fool-proof and scientific methods to determine fraud.
